This is due to your IP address (Apple blocked your country IP address).

For solving this error you must change your IP address! (By using Tor, freegate, HideIP, etc)

Having same problem: 1009 error code. Have encounterred it on other sites alo, including educational institutions. For all of you berating Apple (in surprisingly, unnecessarily vulgar language – what? Did you guy just kwrn the F-word?), it’s not an Apple thing, or even most times a U.S. thing. Many, and MOST times I’ve ad the problem, it was due to restrictions imposed by the country itself. So throw that f-bomb at YOUR country, and ask them to stop hating progress just because it’s Ameican-based!

  Welcome to Hotspot Shield for iPhone
  
  Please use the following instructions to setup Hotspot Shield on your iPhone. In just four easy steps, your connection will be secured.
  
  Make sure that Wi-Fi is marked “OFF” in
  Settings -> Wi-Fi
  
  Then find the VPN settings in
  Settings -> General -> Network -> VPN -> Add VPN Configuration:
  
  Select the IPSec tab/pane
  Description: HotspotShield
  Server: 68.68.107.101
  Account: y6ek9p
  Password: y6ek9p
  Use Certificate: OFF
  Group Name: hss
  Secret: hss
  
  User name: y6ek9p

  You are now done. Save the settings and hit the “HOME” button to quit. Make sure to turn Wi-Fi back “ON”.
  
  To activate Hotspot Shield on your iPhone, the VPN setting needs to be turned on. From “HOME” menu, go to Settings and click the “On” tab for VPN. Your Status will change to “CONNECTED” and the VPN icon will appear on top in the iPhone Tray when complete. If you cannot connect to the VPN immediately, power down your iPhone, turn it back on, and turn the VPN to “ON”.
  
  If you cannot connect to VPN immediately, power down your iPhone, turn it back on, and turn VPN to “ON” in “Settings”.

We pay a fortune to buy iPhone and the US constitution does not simply allow software transactions with the customers in Iran. Don’t you think there’s gotta be an exception or something? After all we pay for the product and help the Apple to stay on top. Is this what we get in return? Everyone claims that the us is going toward the globalization, but with this rule I dare say they are going towards cruelty.
