As you may know all application in Cydia repositories have the .deb extension and you can install them using Cydia or manually using SSH connection. I will talk about “How to use cydia” later, but now I want to describe manual method.
Prerequisites
First you should jailbreak your device. -How To- Note that if you currently have Cydia icon on your iDevice (iPhone, iPad, iPodTouch) your device is already jailbroken and you can go to next step.

Today Apple started seeding the awaited iOS 4 or iPhone OS 4.0.
You can just connect your iPhone or iPod Touch to iTunes and you will get notified to update.
DO NOT UPGRADE YOUR 3GS IF YOU HAVE THE NEW BOOTROM AS YOU WILL NOT BE ABLE TO JAILBREAK IT.

This new version can unlock any baseband all the way from 3.0 to 4.0 ( 4.26/5.11/5.12/5.13).

Earlier today, saurik released an update for winterboard with limited support for the iPad. It appears that the new build has access to the other.artwork file of the iPad, thus allowing many of the app and system UIs to be themed. So far it seems to work with icons, system UIs, sliders, wallpapers, and many of the stock features of winterboard. Obviously most of the themes available on cydia and rock are not updated for the iPad, so you might only see minor changes take effect when enabled.

UPDATE: INSTALLOUS 3.1 RELEASED. INSTALLOUS IS NOW A UNIVERSAL APP WHICH MEANS THAT IT RUNS PERFECTLY ON THE IPAD. ON THE IPAD, INSTALLOUS HAS SUPPORT TO SHOW IPAD ONLY APPS!

Installous, the app to download and install cracked apps was updated today.
Here’s what the devs have to say:
Installous is relatively stable, but there are a couple caveats which you must take note of. Native Installation has a small bug in which installations report completion a little early on older devices (iPhone 2G, iPod 2G, etc.). More specifically, older processors. We’re not entirely sure why yet, and it’s the reason why were we absurdly delayed in the public release. It is the default installation option, since most of our users are on newer devices. But if you’re on an older device and you’re installing a huge app, we suggest changing to bash installation in the settings tab by turning off native installation. AppSync is required for this. Either 3.0, 3.1, 3.2, or 4.0 (which doesn’t exist yet, but still). It seems like the first time some people run it, it will not connect to apptrackr properly or something. Restart springboard or your entire device, and the problem shouldn’t persist. We’ll figure out what’s wrong later.
