To enable Emoji on your iPad, just go to go to settings and navigate to International > Keyboard and enable the Japanese Keyboard.

Now to use emoji while typing, click the world icon and type ‘emoji’ ( without the quotes ).

I know it’s irritating but it’s the only way.
